The 22-year-old attacking midfielder joins from QPR, where he signed from Brighton & Hove Albion last year.
After an impressive youth career at Fulham, Manchester City and Brighton, he signed professional terms with the Seagulls in 2021 following a productive spell on loan at Doncaster Rovers, where he scored 11 goals in 48 appearances for the then-League One team.
Further loans at Championship sides Birmingham and QPR followed, before making the permanent switch to Loftus Road.
He now joins Garry Monk’s men for the 2024/25 season ahead of the squad’s pre-season trip to Portugal.
“I am very excited,” Richards said. “It’s a big opportunity for me to come here and play some football - I just want to get out there and show what I can do.
"Speaking to the Club about my aims and where I want to get to, and the Club's aims, and where they want to get to, it all made sense to me.
“I want to get back to enjoying my football and if I am enjoying it, then everything else will come along with that."
Garry Monk added, “Taylor is an exciting talent who has huge potential to be an outstanding player in this league.
“He will bring another dimension to our team and we are very excited to work with him this season. I am delighted to welcome him to the Club.”
