The 23-year-old left sided defender signs on a season-long deal from Birmingham City.
Longelo came up through the West Ham United Academy before signing a professional contract in 2021. He spent the 2022/23 season on loan at Birmingham, where he made 23 Championship appearances throughout the campaign.
A permanent move to the Blues was completed the following season, adding a further 17 second-tier appearances.
“I am really happy to be joining the Club,” Longelo said. “I am hungry to play, make a difference and show the Club and the fans what I can do.
“I have known about the Gaffer for a long time and I am excited about playing under him – I think we will work well together.”
Garry Monk added, “Emmanuel is an exciting player who we are really happy to have join us.
“He has all the attributes to really succeed at this level and for us as a team.
“I look forward to working closely with him over the course of the season to help get the best of his potential and to help the team.”
After signing his contract, Longelo trained with the team on Thursday morning and will wear squad number 45 for the season.
